Nelf DUO Druid/War Quest bug

Me and a buddy have gotten to section 8, step 4. This had us coming to wetlands into Menethil Harbor. We we're suppose to pick up a quest from Valstag Ironjaw which is unavaliable, he has no quests to give. As far as I know this questline is tied to loch modan but we haven't done loch modan yet. The quest we are suppose to pick up is "report to captain stoutfist"
