Leveling guide error

Guide says to pick up the quest Horns of Nez'ra
shortly after the player dings 20 but that quest requires 22.Edit: My bad, wowhead clearly says the quest requires 16. However, for some reason the quest was not available to me after turning in Alther's Mill. I can not talk to Arantir at all.
