Leveling guide error

Regarding step 8, Pick Up Report to Captain Stoutfist: apparently this quest requires The Algaz Gauntlet but the guide does not previously lead the player to completed this quest. I've followed the guide up to step 8 and Valstag does not have a quest to pick up.
Can confirm: I just went back and completed Algaz Gauntlet and now I can pick up Report to Captain Stoutfist. I've followed the guide step-by-step. Definitely a big error. This guide has some real optimization problems.
